Chief's Welcome Message

From the Desk of Chief Kory Martin

  

It is one of my greatest honors to be able to welcome you to the first-ever Beverly Hills Police Department website.  My name is Kory Martin Beverly Hills current Chief of Police.  Let me first tell you a little about myself so that you may know why I was selected for the position. 


I have provided over two decades of police service. I started with approximately 10 years of patrol service, with an advancement into criminal investigations.  From criminal investigations, I promoted and served on the administrative side of policing with a focus on leadership, supervision, and accountability. I was certified as a Nationally Internal Affairs investigator, a Mental Health Peace Officer, Firearms Instructor, Basic Instructor, and Public Information Officer. I have pursued significant training in law enforcement leadership, completing the TPCA Developing Leaders.  I have also been working with the McLennan Community College for the last 5 years, teaching Racial Profilin/Asset Forfeiture, Human Trafficking, and Penal Code.  I also currently am a sitting board member for the McLennan Community College Police Academy.


With these core strengths, it has been my goal since June 2021 to make Beverly Hills Police Department a premium policing agency in McLennan County.  I have been very fortunate to have a city council and policing staff that has appreciated and helped us to achieve this goal.  The question I am sure you have is “What exactly have we done?”  


First, we established up-to-date department policy focusing on critical areas regarding, Use of Force, Pursuits, Field Contacts & Bias Based Policing.  Next, we concentrate on Report Management for Federal Crime Reporting, digital infrastructure, digital ticket writers for police-citizen convenience, and accurate racial profiling reports. Policing quality and safety were addressed with highly effective Axon recording products.  We have increased the patrol staff and added a specialized criminal investigator to see that cases are consistently worked.  We have done so much more regarding the expectation and accountability including making sure citizens feel comfortable and supported while filing compliments and complaints.

    You can contact the City of Beverly Hills Municipal Court at 254-752-2584 or in person Monday thru Friday 8am to 5pm at 3418 Memorial Drive. 


    The short answer is that it is illegal for the city, court, or chief administrator to set a quota. For a more detailed answer please refer to Transportation Code, Title 7. Chapter 720, Sec. 720.002 - Prohibition on Traffic-Offense Quotas:  https://statutes.capital.texas.gov/docs/PE/htm/PE.12.htm 



    Beverly Hills Police Department has been well known for its traffic enforcement and has even been categorized as a "speed trap".  Local citizens have high expectation that their police department enforce traffic infractions.  We have identified that each year one of the top criminal incidents are hit and run motor vehicle collisions.  The city has also had two auto pedestrian fatality accidents within the last 3 years.  This is why our patrol staff, while legally allowed their required discretion between warnings and citations, is still expected to reduce traffic infractions throughout the city which meets the expectations of our citizens and increases traffic safety. 


    An Emergency Protective Order can be completed at the time of arrest for family violence assault cases, stalking, and/or sexual assault at the request of the victim, agency, or magistrate.  An EPO is only good for 61 or 91 days.  A full Protective Order can be obtained in coordination with the McLennan County Courts and District Attorney's Office and if approved, could last up to two years.  See https://www.mclennan.gov/299/Protective-Orders


     A Restraining Order is a civil order obtained through local Justice of the Peace.  Law enforcement cannot make an arrest or apply for arrest warrant for a violation of this order; however, we will record contact and violation on a call sheet which can be obtained through an open records request which can be presented to the Justice of the Peace in their precinct.  


    A more detailed list can be found looking at Penal Code, Title 3. Chapter 12. Punishments.  In summary, 

    • Class C Misdemeanor:  up to $500 fine per offense
    • Class B Misdemeanor:  up to $2,000 fine and/or up to 180 days confinement
    • Class A Misdemeanor:  up to $4,000 fine and/or up to 1 year confinement


    1. State Jail Felony:  up to $10,000 fine in addition to 180-day to 2-years confinement
    2. 3rd Degree Felony: up to $10,000 fine in addition to 2-year to 10-year confinement
    3. 2nd Degree Felony: up to $10,000 fine in addition to 2-years to 20-years confinement
    4. 1st Degree Felony: up to $10,000 fine in addition to 5-years to 99-years confinement




    To request a copy of a report, you may come in person to fill out a Public Information Request or by email to: rmaldonado@beverlyhillstx.gov. Upon receipt of your request, we shall within 10 days determine whether the request, in whole or part, will be made available and shall promptly notify the requestor with any fees that may associated with fulfillment.

    Patrol Sergeant

    Must be TCOLE Certified with minimum two year experience  


    This is a mid-level, professional staff, full-time position with the City’s Police Department. The Sergeant will maintain consistent communication with the patrol division and ensure that all policy and procedures are being met. The Sergeant is expected to be significantly knowledgeable in all laws, policies, and procedures as the Sergeant is the guide for patrol staff. Among direct supervision of staff, the Sergeant will have administrative functions such as checking reports and ensuring they are turned in a timely and accurate manner. This position also has heavy patrol responsibilities of its own.
